HPM Team Authors Issue Brief on What Block Grants or Limits on Per Capita Spending Would Mean for Medicaid

HPM Professor Sara Rosenbaum is the first author of an Issue Brief published in the Commonwealth Fund.  In "What Would Block Grants or Limits on Per Capita Spending Mean for Medicaid?" Rosenbaum and her HPM colleagues explore the two most common proposals for reengineering federal funding of Medicaid: block grants that set limits on total annual spending regardless of enrollment, and caps that limit average spending per enrollee.

The paper is coauthored by Sara Rothenberg, M.P.H., an HPM research associate; Rachel Gunsalus, M.P.H. candidate, an HPM research assistant; and Sara Schmucker, J.D., a senior HPM research associate.
